It would be up to the GM/DM to decide whether or not, say, a halfling could draw a 120lb war bow bigger than they are. DEX to aim. WIS to compensate for wind. CHA to convince the now angry dragon that you were aiming at something else and it was an accident. INT to realise that now is the time to run away. CON to determine how many seconds you spend writhing in fiery agony.
In D&D 3.5 and Shadowrun there are bows that use Dex for accuracy and Str for extra damage and both have minimum strength requirements for certain bows.
D&D 3.5 and 5E have a number of finesse melee weapons that use dex for accuracy & damage

it's almost like weaponry ACTUALLY require BOTH! unfortunately, that makes the system more complex and in PnPRPGS - that's a problem.
