If it is made illegal to access the data and they choose to do it anyway, that would be illegal and punishable by law. Without the punishment, the law is irrelevant. At the point when a guilty verdict would lead to punishment, that is when Trump will pardon whoever broke the law. He will continue to pardon anyone who breaks any law to carry out his orders. Nothing will change. This is why I don't see any good coming from the process. I wish there was though.
