It was their job to put children's lives first, above their own, and get in there. While they waited, kids died. Part of the sentence should be kneeling in front of those parents and apologizing for their cowardice.

i mean, they just wanted to be cops so they could be above the law, and get guns, and shoot them. Shooting guns is the only way a lot of these guys can get erections. From their point of view, they didn't want to get in the way of the kids heroic actions, of dying to protect the second amendment.

It's a combat term to denote choke points along your planned or desired route. If there is only one way into a space that has an armed adversary in it, like only one unlocked door into a gym with a bunch of kids and a shooter, that choke point is highly likely to be a death trap. I suspect that the officer testifying was making the claim that going in would not have saved any lives and would in fact of only added dead officers to the list.
