I had a cat like this. We went on vacation for two weeks. Everyday the neighbor would come in and turn off the water. He'd turn it back on.

All cat live drinking from the faucet. Because still water in nature, like little pool, could be not safe to drink for anyone.

Many cats dont like to drink water that's next to the food dish. I believe they think it could be contaminated
Try moving the water bowl to the bathroom or another room and see if it makes a difference

Fountains are dumb. They don't like "running" water, they like clean water. Wash the fountain daily and she'll drink from it.
