The only "first" about the drinks breaks at this World Cup was making them mandatory. Refs at the 2022 World Cup had the option of calling a drinks break if the temperature was high enough, and the A-League in Australia has had otpional drinks breaks for years.
That's not entirely true. They did it to be consistent for all games, since the breaks were also used as defacto coaching and strategy sessions.
In the group stage, 2 teams having 2 extra opportunities to make adjustments could lead to more goals, and if 2 other teams in a different, closed stadium didn't, that could have affected group results and/or seeding
