This is a Datron, possibly an M8 cube, some would argue it is actually a CNC router but it's kind of semantics and it kicks ass regardless.

Never seen a CNC router circle interpolate a pocket then dynamic mill it out. It's doing some gerthy cuts, whatever it is.
I do that all the time on mine (a much older Datron M3), it just depends on the CAM. My spindle is a little smaller though so lighter cuts.

Even if cast, precise details would be machined to achieve the required tolerance, see any hard drive body for a nice example.

Two major reasons: cost (casting is only cheap if there's TONS of parts) and precision (cast parts are still often milled where mm count).
This guy gets it. You can't accurately cast parts that have 0.0001+/- tolerances. Don't worry, we recycle the chips.
