The official explanation was that it showed he was not taking the job seriously but the reality is that there was an imperative to criticize President Obama every single day about the most things without fail.. This made a simple difference like this an easy target because it was not as he typically appeared. The underlying purpose was to associate negative emotions with President Obama. This is part of a decades-long effort to emotionally manipulate the conservatives to vote for Republicans.

There is an old fashioned sensibility that a tan (or lighter colored) suit is more casual than darker ones (which are considered more serious and somber). Obama wore the suit while at a press conference discussing bombing the middle east. So, he was criticized for appearing casual while remarking on that topic. It's a very anachronistic idea by now, and really it was older folks grasping for something to fill up airtime during a slow news day.
