people aren't weighing any evidence. people aren't interested in truth. the vast majority of them use one simple question to understand the world: "what's everybody else think?"
for intellectuals this has always been a blind spot. we prefer to see the rest of humanity as fellow citizen-scientists, logically deducing known from unknown, making objective comparisons and coming to independent conclusions - though sometimes with faulty evidence or equipment!

Anyone who has been bamboozled. This is a universal statement, and is known in psychology as the "sunk cost fallacy". Once you've committed to believing or engaging in something for long enough, your brain naturally develops a negative response to the idea of pulling out of said belief or engagement, even when every piece of evidence points to it being deleterious to continue doing so. "Throwing good money after bad" is an adage that directly relates to it, but framed economically.

Lewis Powell went on to serve on the Supreme Court. People like to specifically mention "Citizens United," but every ruling cites previous rulings. "Citizens United" cited a ruling with the official opinion being from Lewis Powell. Of course a lot of other things have gone with democracy. I don't think you can blame one memo, but it was clearly putting what certain people were thinking into words.
