There’s a neat discussion in academia about this guy, in that it’s not fully clear if he was responsible for the trade complaints, or if traders working for him were undercutting his customers for personal benefit, or if he was unintentionally shitty and kept the records as evidence of wrongs he’d righted. Cuneiform translation depends heavily on context and we’re still piecing together what little data is available about his era.
