Funnily enough, the Declaration of Independence wasn't properly signed until August 2nd of 1776. which is when it'd actually have legal force. But that's a bit besides the point because the current US is actually the second iteration; the first was under the Articles of Confederation which ultimately collapsed within ~4 years. The US Constitution, which establishes the US as it currently exists, wasn't formalized until March 4, 1789.
I mean that's good I guess but being the number one head honcho of the church, with full control over the church's "law", I would kind of expect them to do more than "Okay, we'll still keep your molesting of children a secret, but it's no longer considered an extra special pope secret. So don't let the authorities go too high up the chain of command or we'll tell on you."
I would actually really like other examples, I just don't think that one is very good because it amounts to them *still* covering for child molesters.
Raising the standard of what is considered CSAM in the church's eyes to anyone under 18 was the better improvement listed in that article imo. Because they actually made it compliant with the standards of most modern, civilized countries.

The Constitution went into effect June 21st, 1788. The first Congress convened March 4th, 1789. I'd call that more the first words or first steps.
