I generally see there being two types of people doing harm.

The first type doesn't care a thing about other people and only care about themselves. Someone could be helped or harmed, it makes no difference to them so long as they themselves benefit.

The second group outright sees the harming of other people itself as an objective. They'll even take a personal loss if it gets their target hurt.

We, as a society, have to deal with both, but the methods to do so are entirely different for the two types, and we shouldn't mistake one for the other as they're solidly distinct motivations.
