We had data cap on PC/modem connections back in the ISDN times in 90's. Never seen such after ADSL.
When I lived in Illinois, Virginia, California & Texas (post 2000), my various ISP had datacaps.
I had had a cap of 600GB per month. In recent years, that was raised to 1TB a month, when they expanded fiber, there was no limit.
