No, there is not a hole in down the center of the screw so it can be used like a pipe.
The best I could make this out is Alana Monise? It has a date there I think says 1976.
I can't tell. I thought maybe some sort of garlic crusher, or pill crusher? It has some scratch marks in it. It don't smell like weed. Don't smell like anything.
