While I can't really say whether Oura follows the rules it's still worth mentioning that it's a Finnish company bound by EU regulations. Which are a lot stricter than the US ones when it comes to personal information (like GDPR).

Biometrics generally refers specifically to unique characteristics like retina or fingerprint scans, not just typical HR and movement data. Calm down.

Of course they do, it's not like if you don't use a fingerprint for other than fingerprinting it suddenly stops being a biometric, your blood pressure tells something about your body and can be used to identify maybe not you as an individual but something about your health and they more metrics you have the more you can tell.
