not really. You do have to fly this low to be effective against modern radar though. Risky. Very little margin for error.

That is not true at all. Modern sensors can defeat terrain masking and manpads like starstreak can be instantly fired.

The only reason you would do this is if you can't adequately support your air units. They are choosing the least worst choice left to them.
If they are forced to fly this low then it's the same as saying they can practically not even do their job and are borderline useless.
The reason you see this so often in Ukraine specifically is because there is a very unique situation there that screws over all air units.

to a seagull once. And that's CANADIAN forces. There's no such thing as under the RADAR. If you're in the sky, stealth or noise is it. 2/2

Uh...that hasn't been true since the 70s. You can't actually "fly under the radar" anymore. And radar can tell a helo from a truck.
