For instance, a prank call, being deliberate, would be treated more harshly, while accidentally triggering an emergency call through negligence, like this, might be let off with a warning or a small fine.

As a lawyer, no lawsuit at all is better than a lawsuit you're likely to win. Even if you somehow manage to get attorneys fees out of it (which is not near as common as folks think), you're not gonna get back the time/energy/effort that went into it.
There's a little more nuance to good Samaritan laws than that, though not all of it applies in this case. For example, one thing is you need to be qualified to do whatever you do to help. If you've had first aid/CPR training and you fracture/break someone's rib while performing CPR (very possible), you're covered. If you attempt to perform an emergency tracheotomy because you saw it on MASH, you're not. Good Samaritan laws also don't exist everywhere, so know the rules if you travel.
China is a mess of legal loopholes and I reccomened keeping to yourself if you're there. When I was there with the navy I thankfully had a master above me who was born in China and warned everyone that most people in China keep to themselves, if someone talks to you, they need something, and since we all looked like foreigners, that thing they probably needed was access to your wallet. Not to say that all people there are bad, but watch out for scams if you go, do your research on common ones.
