So, I tried to report it, but it asked me to select the Celebrity Facebook page it is impersonating... but, since you don't have one, it wouldn't let me...
The harm is that they are stealing your right to publicity... you own you and get to profit off of your likeness... they are also a little evil...
I would like to say this is unusual, but it absolutely isn't; e.g. YouTube being the worst perpetrator of copycat pages lifting content and reposting it.

so if you can prove the thief *did* scam someone using your stolen identity the charges for X would be:

In itself it may not be much for X to pay, but that stuff is usually federal area since the impersonator will scam whoever he can get independently from where either are. Multiple counts should be considered different crimes, this imply bad faith as aggravant, harsher sentences and a payout for each count. Again, not much for X to pay for, but maybe a good payout for you to rack in. Plus they will be forced to shut down anyone else trying or pay (more) again

You're lucky they killed it. I reported a company with an advert that fraudulently looked like a third party company and their products, but led elsewhere.
FB sent me back a "We don't see anything wrong with it".
The third party company was someone who also advertises on FB.

Wow, you actually got a reply, usually people get ghosted when trying to report fraudulent ads / accounts are wrongfully blocked etc. Meta is a dogshit company that profits heavily on scammers.
