... I "catch" a newish employee "stealing" toilet paper and some cleaning concentrate pods.

Seriously dude, you're giving me your time, effort, and respect. I feel if it's not being abused, then consider it one of the few perks a manager can offer.

How do you tell an employee they're allowed to take from the supply closet without embarrassment. Should I just let him think he's getting away with something. Been a boss for a few years but still some stuff I encounter...

A few days later, and in a sort of “oh btw, i know your onboarding was a bit hectic, you can ….”

When I worked for a mom and pop we had a table in the back they would put things on. If it was there, we could take it. They would put extra food, cleaning, supplies, toilet paper, and general need items we had “extras” of, or working things they no longer needed around their own homes/the bakery on there for people to take what they needed it. When the pandemic hit they did it even more. Other employees began contributing too. It’s a great embarrassment free way to support folks, imo.

When I was homeless my manager found out and took me to the base4ment and said they had a person who didn't have a place before and they were more than welcome to keep a few of their belongings here in the basement, if that helps. I was mortified. "OMG they know" and it only led to imposter syndrome. Nice gesture, never put anything in the basement though.

"I never want to feel like your taking advantage of me but if you need something with-in reason, just quietly help yourself"

I'd just let him know it's alright, as long as he doesnt go overboard. If he's a good employee then you're fine.

Put a note on the supply closet door with a huge title “ATTENTION” and then smaller “IT HAS BECOME CLEAR EMPLOYEES ARE TAKING FROM THE SUPPLY CLOSET” and smaller “That has always been okay. If grabbing a roll or a cleaning pad saves you a trip to the store or helps your day go a little easier we support that. Thank you for your hard work.” — @Illpostcheese
