It's only electronics that get messed up around areas with a lot of magic, like Hogwarts.. so no cell phones, computers, or even light bulbs

You vaguely remember it wrong. The only mention of firearms in books 1 & 2 are Vernon's rifle. Guns just aren't common in the UK.
