Statistically, even when you take prison out of the equation, men and women are just as likely to be raped. Also, raped in equal numbers -

You don't become a sex offender unless you go out of your way to do so. Most rape charges are dropped because of insufficient proof.

Good point- "sex offender" is a super vague term and it ruins lives because people want the world to be simple. I'm a fan of forgiveness.
