if your willing to go to jail for committing a crime. then why not go after the COE's who are hurting society rather than causing potential destruction to society as a whole? fires do spread out of control like they did in california.

In my unprofessional opinion, I doubt it as the U.S. Energy Information Administration (EIA) identified over 1 million warehouse/storage buildings as of 2018.

Plus, in this economy, insurance fraud is naturally on the rise. For the ones that were arson, they are still more likely to have been set by the owner than by an employee.
