That's literally what happens/happened. A lot of poor countries used to take money for trash disposal from rich countries.1/2

A lot of Australia's recycling was sent to China for processing until they said "fuck that we've got enough of our own".
Trash still ends up in ocean because they know the poor countries definitely can't recycle it properly. 2/2
