NYC gets two senators shared with the entirety of NY State; 1 senator per ~10M people. The red area is Idaho, Montana, Wyoming, North and South Dakota for a total of 10 senators, or 1 senator per ~5M people. Those 5 states get 1 rep per ~530K average and NYS gets 1 rep per ~777K.
