Likely fiber optics colored on end. I've used that myself for similar miniatures and you can get some elaborate colors from one white LED

You only need a strobe when viewing it in person. When using a camera, the shutter, if matched in fps, does the 'strobing', as it were.

It did though. We're viewing a video taken via a camera. No strobe since the shutter speed synced

almost certainly CG - the way it speeds up and locks to the right speed gives it away as much as the other commenters points

I'm pretty sure this is cgi as well. The motion is too clean, it seems like there should be more blur. The lighting is off too.
