Since it will now be done with maximum graft and cronyism, it's going to cost 20-30 times that even, and that's before we get the privilege of litigating for years through corrupt courts for the privilege of trying to do it correctly. Again. In another administration.
I'm under the assumption the $1 billion requested is already a massive grift, and we might see like $100 million actually go towards combating them if we are lucky.
And when it gets approved, about 99.9% of its funding will go to some no-bid contractor who already is heavily invested in right-wing ventures who will spend less than 1% of it actually doing the job while reporting using all of it and then needing more because the job was harder than anticipated.
There is way more money to be made in fixing a problem than in preventing it. Like the $2 million reflecting pond budget that suddenly became $16 million, I bet if the books were opened for that contractor you would see millions gone missing or donated to trump causes.
That's the thing with prevention - some people will only see "it doesn't do anything, why are we wasting money?", and will be super silent once the preventable thing comes down hard
