Well if u were to ask them noem will say following millers direction, Miller will say its the trump agenda, and Trump will say "well you'll have to refer to x" (which is whoever is originally at question). So realistically they are all culpable bc either they dont know who is doing what, they aren't communicating at all, or most likely they are just passing the blame in a circle and hoping everyone forgets. Which means they are all at fault bc they aren't solving the issue at all
