I’m pretty sure if I saw a Jolly Roger on the high seas I would laugh my ass off. A tattered boat with a .50 caliber mounted on the bow, that’s the real danger these days.

Yeah obviously. But I just wonder if there may be maritime laws and customs that no-one bothered or remembered to annul in the last say 300 years. Like a protocol for ransom negotiations, or one is now allowed retaliatory expeditions against he harbor hosting the pirates.

Don't forget: Pirates, or at least their cousins buccaneer and privateers, were often state sponsored by opposing countries, so there may well have been something like like rules. Or at least guidelines. Suggestions really.
