He has to officially veto legislation or in goes into effect. Pocket vetoes exist on paper; but congressional maneuvering prevents them from happening anymore. This is important because the bill went into effect at midnight this morning. I'm 99% of the opinion that he knows this and wanted the bill in effect without his name on it; but there's a stubborn 1% of my mind thinking that no one told him he has to act to actually veto a bill.

He's been rambling BS for a long time, but it's never been as bad as "nobody knows more than housing in the history of the presidency". He probably meant to say "...about housing than me" and "in the history of the US", but his aphasia has progressed to a point where he can't string those words together anymore. If you compare his current word salad to his rants back in 2016, or even to his 2024 ramblings, there is an immense cognitive decline.
