It appears to be a wool jacket that he added the cross and armband to. With 3D printers being able to print in sintered filament, it wouldn't be difficult to make the medal himself. And the armband can be sewn. This guy went to a lot of trouble to make an accurate-looking Nazi officers uniform.

It isn't a law. It's a human right recognized in the first amendment to the U.S. Constitution. In fact, in some ways it's the opposite of a law, since it explicitly prohibits the U.S. Federal government from making it illegal to express one's self. But otherwise, yes, many people have severely misinterpreted that to mean private censorship is illegal. It's somewhat ironic though, that the U.S. Federal government has still engaged various forms of censorship over the centuries.
