Nah, that's just flowery language, and I think it actually undermines the real skill at play. Every time someone acts they're making a conscious decision to imbue specific decisions and characteristics into their performance. Characters aren't real: they can't speak through anyone or anything. It's a learned skill, and it's really impressive.
I'm...going to assume you're prone to taking things literally and missed the aim of that. "Let the character speak through you" is a simple way of stating "use skills." The VA, or any character actor really, takes time to assess and understand the character, their intent and manner, then makes a voice. (Example: Literally what's done in the post above.)
No, I understand what it means; I just think it represents a tendency to make acting feel more esoteric than it really is, which is usually a choice made by people who are trying to mystify or impress rather than teach or inform. It's quite literally the opposite of saying "use skills" since in of itself it means nothing and is unhelpful as both an instruction and description.
