Remember, the fundamental reason they are using Signal on their personal phones is because the communication is not preserved as part of the governmental record. The chat record was configured to be deleted after X days, which is illegal. It isn't just carelessness, or disdain for official channels, or contempt for the law (although all those could also be in play). The point is to avoid an official trace.

Ok government employee here, and I just did my annual training on this subject today. The leak of this information is very bad, but the record keeping is worst. These conversations should have record management and should not be able to be deleted.

Umm, they do, but it only works on government issued phone, probably not iphones, and would store the chats as is required by law. In one of the reports the chats were set to be deleted after a certain period, which is illegal and not allowed on government phones, so we know this was probably an insecure private phone by at least on person on the chat.
