Five years ago it wouldn't be. That's two new equipped squad cars. Times are changing faster than regulations. Here in Ontario, Canada our premier (governor) is flying chartered private flights now. He tried to buy a jet with our money. Ironically it would almost make sense if it wasn't his bleached gorilla fatass doing it. His brother was the "bumbaclot" crackhead mayor of Toronto ten years ago.
My point is lawmakers don't keep up with the times. And they're all corrupt feces.

You would think so, but it depends on the normal spending habits. For example, the oversight threshold often raises with the government size. US Simplified Acquisition is $350,000, while micropurchases are under $15,000. Some basic operations can go up to 2-3 million. When youโre writing $400M+ contracts, the small stuff isnโt sweated.

What SHOULD happen is that the contract is revoked, the money is clawed back, and the Sheriff who signed it is thrown in prison for a year for violation of public trust.
What will ACTUALLY happen is absolutely nothing, except maybe that they double down and get a few more contracts, and try to intimidate the people who reported on their crimes.

Yeah, this seems kind of like "structuring", in the banking world, which is when you try to break up a deposit into multiple under 10k to avoid the automatic reporting threshold. It's not actually hard to have both a hard cutoff and having it be criminal to *avoid* that threshold.

Yeah if anything that's less than I expected. 75 cameras (equipment/installation/maintenance) + data transmission + storage for 30 day retention + "secure" access to the data + the whole separate drone system thing, all for what I assume to be for a full year? That's pretty cheap.

Oh, no. No. Thatโs definitely not the way to approve it. The way is to root out who the hell let that happen and find new people. Procurement at board level does happen, but goddamn is it so slow. Remember, basic store purchases are technically a contract.

Gotta at least break it out by the category of what the money is spent for. Individual repairs/maintenance, small purchases up to X dollars? No approval, but maybe a monthly or quarterly cap on those types of purchases and anything more does require approval.
But for signing (or renewing) a new contract with a vendor that lasts months or years? That needs a much lower cap on what requires approval.

Again on a 400 million budget? No way. You need an expensive army of auditors and business controllers for that. Anyway with your solution the contracts will only be shorter , just under whatever cap, and semi auto renew. Or a proxy supplier provides a range of services amongst which this.. It wonโt work. You could approach it from a budget restricting side but no one cares about budget in public settings but just notes down the deficit and asks for more budget or pulls it from somewhere else .
