ACKSHUALLY Arwen did not meet Aragorn until he was a full adult. She spent a while living with her grandma Galadriel in Lorien. Functionally, they would have been on roughly equal footing as young adults of their respective species, really.

"Able" after Gandalf forced it and still kinda wanted it back when Frodo came to Rivendell. Also refused to give it up to Gollum before he'd ever even tried wearing it. Sam carried it for a time and then was like "oh, Mr Frodo's back! Here Mr Frodo here's your gross Ring thingy!"

Gandalf did not force Bilbo. That is a very important point and it is nicely described in the book how Gandalf helps maybe even nudges; but Bilbo must give it up by himself, or he would become to be as Gollum/Sméagol.
