I work in housing, we have a saying "carpet covers a multitude of sins." Look underneath and you will find a floor that needs replacing.

...underneath the carpet (the foyer had carpet OVER carpet!) which luckily protected the hardwood. And my kitchen had vinyl over lineoleum.
