It's because they are already going as fast as they can or think they can.

A lot of it has to do with how late you brake to go into a corner and how fast you accelerate coming out.

I feel that some of these overtakes came from the driver behind being in the slipstream giving a small boost of speed. Also late breaking.

The last one, Eau Rouge is that corner, it's a very difficult corner to take due to the elevation change so most drivers never overtake here
