I remember a janitor doing something very like this - ended up with a toilet user needing an emergency tracheotomy from the first-aider

I managed to generate chlorine gas once, mixed dish soap and bleach. When the mixture started foaming I thought "That's weird" and (forgetting everything I learned in chemistry class) took a big whiff. Lucky for me the soap foam contained enough of the chlorine that I only had a "burnt" feeling in my nose for a the rest of the day, rather than needing hospitalization.

This was a visiting French student in Hyde Park - we were there for an event and had our own first-aiders with us. The student had no connection with us - just happened to be there at the wrong time - and we were there at the right time.
