The passing of former FBI Director, then Trump Special Prosecutor Robert Mueller is an opportunity for truth telling, not for false praise, white washing history about a "patriot", "public servant". This post argues that like recent deaths of war criminals Henry Kissinger, Dick Cheney, the death of Mueller is a time for truth telling about a deeply flawed and harmful man who caused the death and suffering of untold thousands, indeed millions of victims of the US mass Intel/carceral system, and overwhelming mass abuse, torture, disruption, and US COIN warfare against US citizens.

The top pages of Google have been largely scrubbed on former FBI Director Robert Mueller. During his tenure as head of the sprawling Intelligence Agency starting after 9/11 under President Bush Jr., he was well known to critics as partisan, racist, targeting African Americans, Labor and Unions, and The Left like his predecessors, not fully honest in his dealings with Congress, and complicit with torture. US prisons held the highest number of prisoners of any country on earth. Transnational gangs and drug crime flourished. COIN warfare, mass surveillance, and the use of harmful practices such as recruitment of a vast army of family informants and vigilantes exploded.

Robert Mueller oversaw the conversion of the Justice System in the USA into a full fledged Mass Surveillance, counterintelligence warfare system just as in Russia, China, authoritarian countries. https://law.stanford.edu/wp-content/uploads/2018/03/manget.pdf

Mueller was hired by Bush and instrumental in Phase III of the "war on terror"- the domestic, highly partisan war at home against US citizens using War authorities, Patriot Act, sec. 702 and other laws for COIN/Intel warfare first "intended" against foreign "terrorists". The war on terror devolved (or may have been intended all along) to targeting partisan domestic "enemies" (phase III) from first targeting the villains behind the 9/11 "terror" attacks on the Twin Towers in NY and the Pentagon, with a fourth plane headed to the US Capitol building- phase I.

Phase II was the literal Gulf War against Iraq, though we now know Iraq had nothing to do with 9/11- It was the Saudis and Saudi-backed Jihadis in Afghanistan led by Saudi insider Osama binLaden. It was all a Big Lie. Mueller like his boss Barr knew.

Mueller would have had full intelligence on the "Big Lie" false pretext for phase II of the Gulf War against Iraq but never spoke out, remained complicit in torture and abuse of the Constitution by COIN warfare "disruption" of US Citizens in phase III of as well as complicit in exaggerating the danger to the country.

The FBI under Mueller used COIN warfare to illegally, brutality target the usual subjects of Intel abuse, disenfranchisement of the "enemies" of Republicans, the Right like immigrants, Muslims, and US Citizens just like J Edgar Hoover did: Blacks, the Left, Progressives, LGBTQ, Native Americans, environmentalists, war protesters and critics, etc. https://i.imgur.com/PVHEZfl.jpeg

Warrantless Mass Surveillance controversy: While Mueller argued that investigations still required suspicion of wrongdoing, he later faced scrutiny and corrected testimony regarding the extent of investigatory powers permitted under the 2008 guidelines.

Finally, his special prosecution case against Trump was delayed, weak, poorly articulated and defended, and pulled punches and he allowed his boss AG William Barr to misrepresent it in the media. https://www.cnn.com/2019/04/18/politics/obstruction-charge-trump-mueller https://themississippilink.com/news/mueller-report-remains-a-mystery-as-naacp-black-congressional-leaders-call-for-full-release/Surveillance

Controversy: While Mueller argued that investigations still required suspicion of wrongdoing, he later faced scrutiny and corrected testimony regarding the extent of investigatory powers permitted under the 2008 guidelines.

The 2008 FBI guidelines, known as the Domestic Investigations and Operations Guide (DIOG), went into effect on December 1, 2008, implementing new Attorney General guidelines that consolidated rules for criminal, national security, and foreign intelligence investigations. Championed by FBI Director Robert Mueller, the 2008 guidelines aimed to enhance proactivity and flexibility by allowing "assessments" of individuals without requiring prior factual suspicion of wrongdoing.
Key Components of the 2008 Guidelines:

Consolidation: The DIOG combined five separate sets of rules into one, ensuring a uniform,, and more transparent standard for all FBI investigations.
Assessments: A major change, this allowed agents to use investigative techniques—such as physical surveillance, recruiting sources, and conducting "pretext interviews" (interviews where the agent's identity or purpose is hidden)—before a formal investigation was opened.
Intelligence-Driven: These changes were designed to better enable the FBI to operate as an intelligence-driven agency, able to combat, for example, the theft of sensitive technology or pre-empt terrorism threats.
Authority: The FBI claimed the guidelines did not provide broad new authorities, but rather allowed for the same techniques used in criminal cases to be applied to national security cases.
Protection of Rights: The guidelines included requirements to report "sensitive matters"—those involving religious or political organizations, public officials, or the news media—to DOJ officials.

Controversy and Criticism:

Civil Liberties: Many organizations, including the ACLU, raised concerns that the new rules permitted "fishing expeditions" and allowed for racial or ethnic profiling, as they allowed mapping of communities based on demographic data.

Reduced Oversight: Critics argued that the guidelines allowed too much intrusion (like the use of informants) without a "factual predicate" or reasonable suspicion of wrongdoing.

"Preliminary Investigations" on less than 50% certainty/no preponderance of the evidence can include agent lies. misdemeanor crimes, recruitment of family as informants, use of existing informants, etc.

The FBI Director justified these changes to Congress by stating they were necessary to eliminate procedural red tape and allow for proactive, fast-moving, and complex investigations.
"He was by turns forbidding and protective of the F.B.I.’s mission, yet sympathetic to Congress’s obligation to monitor the bureau’s transformation from a crime-fighting agency into a centerpiece of the government’s post-Sept. 11 counterterrorism apparatus."

"9/11 as the pretext for mass surveillance, Intel Ops, and COIN warfare on the US public: The FBI faced intense criticism – in Congress and elsewhere – for failing to detect or prevent the (9/11) plot. In response, Mueller led a sweeping transformation...shifting it from a traditional crime-fighting agency into a counterterrorism and intelligence-driven operation. https://www.usatoday.com/story/news/politics/2026/03/21/what-to-know-about-former-fbi-chief-and-trump-foe-robert-mueller/89264548007/

I like how this whole writeup elides how the SC investigation wasn't constructed by epstein/bcci linked Barr and Rosenstein to have exactly this result. *eyeroll*

Political discourse aside, was anyone else a little stunned at how closely he resembled Stan Smith?

PS The Mueller Report most famous line- weak, confusing doublespeak. "[I]f we had confidence after a thorough investigation of the facts that the President clearly did not commit obstruction of justice we would so state. Based on the facts and the applicable legal standards, however, we are unable to reach that judgment. The evidence we obtained about the President’s actions and intent presents difficult issues that prevent us from conclusively determining that no criminal conduct occurred....1/

* Mueller's boss was actually AG Ashcroft then Gonzales- both infamous for their support of war with Iraq, torture, the Unitary Executive authoritarian takeover of government, and deceit. Barr was Bush Sr.'s AG who helped him pardon the Irangate/Iran Contra conspirators, get Bush Sr. off from his illegal conduct. He also helped Bush Jr. conduct warrantless mass surveillance as Verizon's general council. Then misrepresent Mueller's Report in public. 1/
