It is based on (errors in) modern video compression techniques that try to predict which way the image will move.

You can do that when you purposely encode video with few keyframes ( i frames) and delete or repeat p frames (predicted frames)

On those examples, pframes are repeated hundreds of time. On a normal video (with many i frames) you wouldn't see that.
