My cat does the same thing. But he's allergic to mosquitos and needs to scratch his nose a lot. I also hold a brisk to his nose and he scrubs his nose on the brush to itch his nose.

If I recall, the greatest risk of a papercut is sliding *along* the edge of the paper, and this looks to be mostly perpendicular. Considering that I think they like the novel sensation as the stack of paper zzziiiiipppps over their nose, I think they'll be safe.
