No, I need something that doesn't just sit on the plastic, but chemically fuses with the plastic, like airplane glue. Epoxy is too stiff; it needs to bond to the surfaces as well as flex when moderate torsion is applied.
How much is "a certain amount"? Resins like JB Weld do have some flexibility. Twisting might be problematic. Even though it bonds incredibly well to almost everything, it doesn't "merge into" materials like you're describing (below). You want a plastic weld.

A strictly chemical approach may not be what you want. There are "plastic soldering irons" that can melt metal reinforcements into existing plastic.

Your first mistake is using cyanoacrylate for that job. It's a brittle inflexible adhesive. Even an amine resin would be better.
