was the skin like rubbery and chewy, or so hard you couldnt cut it? If it was rubbery and chewy, you just need to sear it so there is a crust. If it was so hard that you spent 10 minutes hacking away at it, it sounds like it still had scales attached to it
What makes this Norwegian? The preparation style? Because it doesn’t look any different from sockeye, and the setting looks more like a hibachi restaurant.

Norway is the world's largest producer of farmed Atlantic salmon. So the salmon is probably Norwegian by virtue of being from Norway.

But.... there is a twist: the norwegians do not produce all their Salmon in Norway. Most of it, but not all of it..
This one could be farmed overseas ;)
