The ruling specifically said he couldnt build anything unless it was for security reasons then he conveniently had an assassination attempt which is why after literally every right winger started screaming about needing a ballroom for security reasons.
GOP have proposed a 1 billion dollar budget for it but it hasn't been voted on yet.
Take it with a grain of salt but aledgedly there was already 400 million in oligarch money donated to the ballroom so if that's real he does have money to start.
