Congress controls the money in this country, and Congress has to approve all spending. The president having his own independent coin purse is the end of this country.

Note he says '... controlled by me.' Not 'by my administration.' or 'by congress' or 'in consultation with the interim Venezuelan Government' but 'BY ME'. There is a huge difference in how he said it.

Just to put this in perspective, Trump gave Argentina $40 Billion with a B to prop up Milei so he wouldn't lose his election after his libertarian experiment tanked the country's economy.
At today's market price of $56.37 per barrel of oil, even at 50 million barrels, we are talking about less than $3 billion. Or 8% of what he gave to Argentina. Or a tiny fraction of arms shipments to Israel.
The Venezuela military mission alone will cost more than this.
