I've put chunks of it in my mouth before. As long as the contact is quick enough then a thin layer of gas protects you 1/2

Carbon monoxide is dangerous, carbon dioxide although is not, it is found in anything carbonated.
No more dangerous than soda (CO2 infused beverages). I would recommend not sealing your head in the cooler with the dry ice though...
