There is a need for rentals, but no one should be allowed to own more than a single rental property. The real issues in the system exist when people can legally own 20 - 100 rental properties. Because that allows only a small number of Landlords to control an entire states rental market prices. And that's why it becomes so fucked, because there's no viable competition.

For example say someone is backpacking around a country not their own, and they choose to stay in a city for 6 months to 1 year. They aren't going to buy a house, but renting one is a good option. And another example many collage students will rent a house while away from home. There's many reasons to need rentals, especially earlier in life.
There's always a need for it to be profitable though. Because it takes a good amount of money to maintain a property. So even if you did social housing, it still ends up being a for profit system, you are just obfuscating it through taxes. And while the payments will be smaller, the time frame you make them is much longer and end up costing more depending on how long you stay renting. Rentals were never the problem, someone being able to own an entire street and thus control the whole areas ->

And after the GFC people were able to buy up dozens of properties at a time.
