also, republcans recently changed state law so special elections are to be held for any vacant senate seat, with 63 day notice, leaving only 56 days for any candidate to file.
midterms are close. it would be a waste to special elect just to midterm 2 month later.

A special election could go blue, senator is a statewide election, ie, can't be gerrymandered. The governor of Kentucky is a Democrat, and is also chosen by statewide election. Add to that the exceptionally negative sentiment towards the repugnicans, and you can see why Rs would put that off as long as possible.
