German here: A few years ago, the Bundestag (the country's highest legislative body you're seeing here) passed a law for the "Grundgesetz" -

- (basically constitution) which required a 2/3 majority that did not allow for the government to take on new debt in most circumstances. -

- Now, they are making one of those exceptions, passing a 100bn€ special fund for the Bundeswehr in addition to regular expenditures. -
