Its a live action (im guessing) based off of an anime called ruroni kenshin and its prequel of samurai x

Samurai x is not a prequel. It's the studio crapping all over the manga to appeal to western audiences.

Rurouni Kenshin. I think these are scenes from the 3rd movie. Great anime and the movies do it justice.
