I dunno, seriously- he could feel betrayed not by the admin but by a country he served. Also, there are definitely people who either don't vote or vote for dems but would agree that "there should be changes to how government bureaucracy works and how money is spent." Duh, yea it would be even easier to attribute this to a trump voter, but I don't think there's great evidence for who he voted for anywhere in this article. Obligatory: I hate Trump and Musk too. I voted for harris.

It was reported by a large number of outlets, not just NPR, and none of them mentioned his party affiliation. I checked quite a few and also for any public statements he might have made and didn't come up with anything.
Obviously the very far right aren't reporting on this though because it makes their side look evil and stupid.
