Well, it's never stated, anywhere, so unsurprising you're confused. Book "canon" is that, whatever it was, it failed and went nowhere and was abandoned (which is, imho, dumb). A lot of fanon is that, hey, "transwarp" just means "beyond (current) warp", and the Excelsior experiment came right before the warp scale was completely redone (to be much faster overall), so why not assume that drive was so much faster and better that it prompted the change from TOS warp speeds to TNG warp speeds?
